It teaches that while humans have free will, there are cosmic moments (the 'Thunder') where the universe makes a decision that demands total submission and alignment. Resistance is not just futile; it is a violation of natural law.
When the thunder speaks, the earth must listen. The divine will eventually overrides all human resistance. There is no debate when the King of the Sky issues his decree.
